The Russian working paper was taken by the Chair as the basis for the section on the ME WMDFZ in the draft final document. The paper stressed the importance and validity of the 1995 Resolution the Middle East, and emphasized the need to hold the postponed conference on the ME WMDFZ no later than March 2016. The paper articulated the successive steps to be taken by the UN Secretary-General such as appointing a Special Representative to facilitate the process and issuing invitations to the regional states regardless of whether or not an agenda has been agreed, in order to ensure that the conference takes place. It also covered rules of procedure and follow-on steps for the conference.
